Human Rights Watch urged US allies to condemn and halt US boat strikes in international waters that experts characterize as extrajudicial killings. HRW said the United States claims, without evidence, that every targeted vessel was involved in drug smuggling that threatened the US. HRW called on countries at risk of complicity to scrutinize maritime cooperation and intelligence-sharing with the US. The group noted that the UK, France, and the Kingdom of the Netherlands exert influence in the Caribbean through overseas territories and participate in Campaign Martillo alongside US Navy and Coast Guard units and partners including Canada.
