A list recommended Maxwell receive complimentary access to the event, and a source indicated the list implied either Bill or Hillary Clinton personally approved her access. Public allegations that Maxwell recruited girls for Epstein and participated in abuse had appeared by 2011, and Virginia Roberts Giuffre's civil claims date to 2009.

The first allegations that Maxwell had recruited girls for Epstein and even participated in their abuse appeared in American and British media outlets by 2011 two years before the Clinton event at which Maxwell was feted. The civil claims made by Virginia Roberts Giuffre against Epstein date back even earlier, with Giffure's lawsuit having been filed in 2009. Despite Giuffre's allegation, Maxwell had received little public scrutiny until a February 2011 Daily Mail story on Prince Andrew opened the floodgates.
