Manar al-Houbi received a fully funded PhD scholarship covering tuition, housing and living costs for her and her family from the Council for At Risk Academics. She completed visa applications for her family, but the UK Foreign, Commonwealth and Development Office informed her that her family would not be permitted to travel with her due to immigration restrictions. The UK cited dependence on Israeli permission to evacuate people, while Israeli officials and COGAT stated they had not blocked her departure and rely on receiving-country requests. Houbi and her family are living in a tent after their Rafah home was destroyed. Her PhD will research how media and education can combat violence against women and promote peace.
