The first phase of the UN-endorsed Gaza ceasefire is nearing completion with Hamas releasing the last 20 living Israeli hostages in exchange for about 2,000 Palestinian detainees and returning all but one of 28 bodies. Israeli forces have withdrawn to a ceasefire line while retaining control of 58% of the Gaza Strip. The second phase is stated to require the disarmament of Hamas and will be discussed by Netanyahu with President Trump, whose Gaza proposals were codified in a UN Security Council resolution on 17 November. German chancellor Friedrich Merz urged prompt progression to phase two and consideration of phase three. ICC arrest warrants were issued for Netanyahu and a former defence minister; Netanyahu called the warrants trumped-up.
