The Cuban Ministry of the Interior described the action as a criminal attack and issued condolences. Cuban advisers began embedding within Venezuelan institutions during Hugo Chavez's presidency through cooperation in health and education. Havana has exerted control over intelligence, counterintelligence, and presidential security in Caracas for more than a decade. Maduro created a Presidential Honor Guard with bodyguards selected by Cuban and Venezuelan security forces, and leadership of that corps changed after the 2014 elections, with General Javier Jose Marcano Tabata replacing Ivan Hernandez Dala.
