Cuba is open to anyone who wants to sell us fuel, he added, without mentioning the strict energy embargo imposed by the United States, which is tightening its grip while simultaneously maintaining an open channel of negotiation with the Castroist regime, which is seeking some room to maneuver while the population struggles to survive."

Cuba has run out of diesel and fuel oil needed to power its electricity grid. The Energy and Mines Minister said there are no remaining reserves and the last shipment from abroad has been fully used. The country is experiencing constant, increasingly prolonged blackouts that are affecting hospitals and transportation. Cuba has lost major fuel suppliers, including Venezuela and Mexico, after the United States tightened energy restrictions and maintained an oil blockade that threatens sanctions and tariffs for suppliers. Cuba previously relied on fuel imports to meet most energy demand, with a large share coming from thermoelectric units and engines using fuel oil and diesel. A Russian tanker delivered crude oil in late March, but the grid is now critically dependent on remaining supplies.
