"the very best of DARPA technology gets scaled and into the market and is made available to the warfighter."
""We're not just looking for financial returns," Manning said. "We're looking for the strategic returns that this technology that we've already invested in is actually going to be a product, service, or capability that impacts the warfighter.""
Phantom Neuro develops an implantable device that captures electrical signals from deep within muscles and uses artificial intelligence to decode those signals into prosthetic limb commands. The company received roughly $300,000 in support from the Defense Advanced Research Projects Agency through its Commercial Strategy Office and began partnering with DARPA in early 2025. DARPA provided a volunteer mentor to help connect the company with customers and investors and seeks strategic returns that translate into products and capabilities for the warfighter. Phantom Neuro closed a $19 million Series A in April led by Ottobock, with participation from other investors.
