Researchers at Bell Labs in the 1950s sought a faster, more accurate way to dial using touch-tone buttons instead of rotary dials, leading to testing various keypad layouts before arriving at the now-familiar design.
Using the calculator layout for phones was rejected early on due to being unintuitive and not significantly better on metrics tested. The calculator layout is optimized for real-life data entry, unlike the random nature of telephone numbers.
