"Noem said the shooting suspect entered the US in 2017 using the diversity lottery immigrant visa program (DV1). The suspect, a 48-year-old Portuguese man who two decades earlier was a Brown University student, later obtained a green card under the same program. "This heinous individual should never have been allowed in our country," Noem said. Last week, two people were killed and nine others were wounded in a mass shooting at Brown University."
Kristi Noem said President Donald Trump directed an immediate pause of the Diversity Immigrant Visa (DV1) program after the Brown University shooting suspect used the program to enter the United States. The suspect entered the US in 2017 via the diversity lottery, later obtained a green card under the same program, and was a 48-year-old Portuguese man who had been a Brown University student two decades earlier. Two people were killed and nine wounded at Brown University; the suspect was later found dead of self-inflicted wounds in New Hampshire. Investigators believe he also killed MIT professor Nuno F.G. Loureiro. The DV Program issues over 50,000 visas annually to applicants from countries with low immigration rates and was created by Congress; the decision to halt the program is expected to face legal challenges.
