"The Department of Homeland Security has dropped its plan to deport a Chinese national who entered the country illegally, two rights activists have said, after his plight raised public concerns that if deported the man would be punished by Beijing for helping expose human rights abuses in China's Xinjiang region. Rayhan Asat, a human rights lawyer who assisted in the case, said Guan Heng's lawyer received a letter from the department stating its decision to withdraw its request to send Guan to Uganda."
"Guan in 2020 secretly filmed detention facilities in Xinjiang , which activists say have been used to lock up as many as 1 million members of ethnic minorities in the region, especially the Uyghurs. Beijing has denied allegations of rights abuses and says it has run vocational training programs to help local residents learn employable skills while rooting out radical thoughts."
The Department of Homeland Security withdrew a request to deport Guan Heng to Uganda after public concern that deportation could lead to punishment by Beijing for exposing abuses. Rayhan Asat and Human Rights in China confirmed the decision and expect Guan's asylum case to proceed favorably. Guan is listed as an ICE detainee and his legal team is seeking release on bond from a New York facility. Guan secretly filmed Xinjiang detention facilities in 2020; activists allege up to 1 million ethnic minorities have been detained. Beijing denies rights abuses and describes the sites as vocational training programs.
