Homan said the bishops' statement would signal that illegal border crossing and judicial orders of removal should not prompt mass deportations. He emphasized that illegal entry is typically a civil offense, while repeat violations can be felonies. Homan claimed migrants pay criminal organizations, causing thousands of deaths, and linked illegal immigration to fentanyl overdoses. He said secure borders save lives and urged the bishops to focus on fixing the Catholic Church. The bishops issued a rare collective statement at the USCCB gathering in Baltimore.
