Duffy said California has conducted roughly 34,000 inspections that found at least one violation since the new language standards took effect requiring truck drivers be able to recognize and read road signs and communicate with authorities in English."

Truckers are disqualified if they cannot demonstrate English proficiency; the Florida crash driver should not have been issued a commercial license because of immigration status. California conducted about 34,000 inspections and recorded at least one violation, yet only one English-related out-of-service action occurred and 23 drivers with violations in other states continued driving. Washington found over 6,000 safety violations but only four English-related removals. New Mexico reported no drivers placed out of service under the new rules.
