The initiative was presented as a results-oriented alternative to existing diplomatic frameworks and potentially to operate in conjunction with the United Nations. A reconstruction vision includes skyscrapers, an airport and seaport, with a donors' conference planned and proposals to decommission Hamas heavy weapons in exchange for amnesty or safe passage.
