President Donald Trump proposed using tariff revenue to pay a $2,000 per-person dividend excluding high-income individuals and claimed tariffs are generating trillions to pay down U.S. debt. Tariffs are expected to generate $300–$400 billion annually and could produce about $3.3 trillion over ten years according to the Congressional Budget Office. The administration told the Supreme Court that tariffs are not meant to generate revenue while defending global tariffs under emergency authority. Treasury Secretary Scott Bessent said tariffs are intended to rebalance trade, that revenue could shift to domestic taxes as manufacturing jobs return, and that any dividend could take multiple forms and require legislation.
