McCleskey granted asylum to just more than 72% of asylum seekers whose cases were heard, significantly above the national average but typical within the Bay Area court. Three San Francisco judges with the highest asylum-granting rates have been terminated recently, including Judge Shira Levine. McCleskey was described as well respected and integral to court stability during politically driven changes. The Department of Justice lowered prerequisites for temporary immigration judges, removing prior immigration experience requirements and authorized 600 military lawyers to serve in those roles. Concerns exist that these changes aim to replace experienced, impartial judges with less experienced appointees who may follow orders.
