Once those payments are made, there is every indication that the States will promptly disburse them. And once disbursed, the government will be un-able to recover any funds. Worse, these harms will only compound if the decision below stands."

US district judge John J McConnell Jr had given the Trump administration until Friday to make the payments through Snap, the Supplemental Nutrition Assistance Program, after the administration said last month that it would not pay benefits for November because of the shutdown."
The Trump administration sought a federal appeals court stay to avoid distributing full November SNAP benefits amid a federal shutdown and was denied. The administration must comply with a lower court order to fully fund November allotments but immediately filed an application to the Supreme Court seeking an administrative stay. The application argued that forced transfers would cause irreparable harm because the government cannot recoup disbursed funds and that states would promptly distribute payments. The filing requested an administrative stay by 9:30pm Friday. A USDA memo stated the government would complete processes to make funds available Friday. The administration also asked the appeals court to suspend orders requiring it to spend more money than is available.
