"Bowser has studied, lived, and worked in the U.S. since 2013. She has been granted two student visas and two H-1B visas in total. Bowser is an Emerson College graduate who says she has never violated the terms of her visas. She has never been arrested or charged with a crime anywhere in the world and has complied with all immigration laws, according to her lawsuit."
Valentina Amaro Bowser, a Venezuelan immigrant and media director for Gov. Maura Healey since 2023, filed suit against the Department of Homeland Security and U.S. Citizenship and Immigration Services over a federal hold on some visa applications. Bowser worked in Massachusetts on an H-1B visa set to expire Feb. 14 and applied for permanent residency after marrying a U.S. citizen in 2024. USCIS processed her residency application throughout 2025 and fingerprinted her twice. A Boston interview in early January revealed that an official could not approve Venezuelan applications because of a December hold. The administration argues lack of jurisdiction and cites national security concerns.
