New federal regulations bar refugees, asylum seekers and DACA recipients from holding commercial trucking licenses and increase enforcement against drivers with limited English proficiency. California currently has more than 720,000 active commercial licenses, and about 8 percent—roughly 61,000—belong to affected immigrant groups. The removal of those drivers would shrink the state’s trucking workforce, worsen supply-chain and labor shortages, and likely increase shipping costs for consumers. The changes follow a presidential executive order and heightened federal enforcement. The policy has prompted a public dispute between the U.S. Transportation Secretary and California’s governor and press office.
