Ms. Shafik was the only invited witness to decline an invitation to appear last week before the House Education and the Workforce Committee for its hearing entitled Holding Campus Leaders Accountable and Confronting Antisemitism.
Instead of appearing on Capitol Hill, Ms. Shafik was at a conference in Germany to celebrate the centennial of the Council on Foreign Relations, a 6,000-member think tank based in New York that she led as its director for five years.
