In 2023 Zhao pleaded guilty to money laundering charges and was sentenced to four months in prison. Binance and Zhao pleaded guilty in November 2023; Binance paid more than $4 billion in penalties. Authorities stated Binance grew in part because of criminal conduct, and Treasury officials warned Binance's failures funneled money to terrorists, cyber criminals, and child abusers.
