The U.S. House recently moved to revoke three federal waivers that allow California to implement stringent vehicle pollution standards, including a rule mandating all new vehicles be zero-emission by 2035. Despite arguments from Congress and some industry representatives that consumer demand for electric vehicles (EVs) is insufficient to meet the state's ambitious targets, California's regulations significantly influence the broader auto market. With over 30% of the U.S. market adhering to Californiaâs policies, the Senate now faces the decision to either validate or contradict congressional guidance related to these waivers.
"California's waiver has a massive impact," Stephanie Brinley, the associate director of AutoIntelligence at S&P Global Mobility, wrote in a report in January 2025.
John Bozzella, president of the Alliance for Automotive Innovation, warned that meeting the requirements would "take a miracle" and stated that "thousands of American auto jobs and millions of units of U.S. auto production are at stake."
