The US National Weather Service declared a flash flood emergency for parts of Kerr County following heavy downpours measuring up to 300mm of rain.
Kerr County Sheriff Larry Leitha reported that there were 13 deaths from the flooding, while Lieutenant Governor Dan Patrick stated that between six and ten bodies had been found.
Authorities were unable to issue evacuation orders due to the extreme flooding striking before dawn with little or no warning.
