The measure would add a new section to the city Administrative Code and could affect hundreds or thousands of intersections, including mid-block crosswalks that suggest safety without mandated driver stoppage. The Department of Transportation follows the Manual on Uniform Traffic Control Devices and marks only crosswalks that meet federal guidelines. The MUTCD warns that excessive stop controls can increase noncompliance, rear-end collisions, and driver delays.
