FEMA distributes federal security grants to religious organizations based on demonstrated need, not affiliation. DHS and the Department of Government Efficiency froze those grants earlier in the year and later reopened them. DHS officials contacted FEMA seeking to block grants for some Muslim organizations, alleging ties to terrorist networks. FEMA workers characterized those allegations as questionable and warned that blocking grants on that basis would be discriminatory and likely illegal. FEMA staff expressed that they were deeply concerned about the proposal and noted potential legal and ethical problems with such selective denials.
