Kristi Noem leads the Department of Homeland Security as severe winter storms and plunging temperatures struck much of the United States. Immigration officers under DHS killed two people in Minnesota, intensifying public anger toward ICE and Border Patrol. The storms caused tens of thousands to lose power and at least 100 deaths across multiple states and regions. Experts, agency whistleblowers, and members of Congress say Noem has gutted FEMA and impeded the dispersal of federal aid. The administration reduced budgets and planned staff cuts, and officials paused some terminations as storms approached.
