Democratic Reps. Summer Lee, Shontel Brown, and Yassamin Ansari sent a letter to DHS Secretary Kristi Noem demanding information on any plans for ICE to use Graphite spyware. The lawmakers requested a comprehensive list of surveillance targets and ICE's strategy for deploying spyware or mass data surveillance within the United States by October 14. Graphite can access phones' location data, photos, and encrypted applications such as WhatsApp and Signal without owner knowledge or consent. The Biden administration paused Paragon Solutions' contract for review under a 2023 executive order; the stop work order was later lifted. Lawmakers warned that ICE use of Graphite threatens freedom of movement and speech and could target immigrants, people of color, and critics. Paragon was founded in 2019 by former Israeli military intelligence officers.
