U.S. forces have bombed boats in the Caribbean and the Pacific for several months, killing at least 100 people in at least 26 strikes. Administration officials claim the vessels were carrying drugs but have provided no public evidence, and legal experts say the strikes are most likely illegal. Many of the targeted vessels originated from Venezuela, and the president has threatened strikes against Venezuelan targets while ordering a blockade and seizing at least two sanctioned oil tankers. Land strikes or direct attacks on Venezuela would represent a clear escalation and raise the prospect of drawing the United States into a wider war.
