SNAP funding lapsed Oct. 1 because Congress had not passed regular appropriations for Fiscal Year 2026, and Agriculture Secretary Brooke Rollins announced benefits would be cut for 42 million recipients beginning Nov. 1. A coalition of 25 states and the District of Columbia sued the Department of Agriculture, arguing a legal obligation to fund SNAP and to tap USDA emergency funds. The USDA emergency fund holds $5.3 billion while national SNAP costs are about $9 billion per month, enough to cover just over half of November benefits and provide temporary relief while cases proceed.
