A state judge in Manhattan ruled that New York's 11th Congressional District boundaries unlawfully diluted Black and Latino voters and ordered the New York Independent Redistricting Commission to redraw the lines by Feb. 6, barring any election until new lines are adopted. The 11th District encompasses Staten Island and parts of southern Brooklyn. Plaintiffs include voters from Staten Island and Lower Manhattan represented by the law firm of Marc Elias and joined by the NAACP New York State Conference. Republicans, including Rep. Nicole Malliotakis, sought dismissal and contend the map followed the prescribed process and prior litigation; Malliotakis is reviewing options to protect Staten Island and Brooklyn voters.
