Mr Culleton is from Co Kilkenny and has lived in the US for almost 20 years. He holds a valid work permit, is married to a US citizen, and was due to receive a green card. He was detained by ICE after leaving work and transported from Massachusetts to New York and then to an El Paso detention centre in Texas. He refused to sign deportation papers. The El Paso facility contained large, crowded tents with poor sanitation, limited food, and widespread illness. He reported fear for his safety because of the contracted security firm and sought intervention from Irish and US leaders.
