USCIS expects to spend $38.3bn to acquire warehouses nationwide and retrofit them into immigration detention centers with capacity for tens of thousands of detainees. DHS estimates $158m to retrofit a new facility in Merrimack, New Hampshire, and $146m to operate that facility during its first three years. ICE would convert 16 buildings into regional processing centers holding 1,000–1,500 people and create eight large centers holding 7,000–10,000 people that would serve as primary deportation sites. Detainees would spend three to seven days at processing sites and roughly 60 days at larger facilities before deportation.
