In 2018, Trump entered the midterms with weak approval ratings, a failed Obamacare repeal effort, and the loss of the popular vote. Republicans lost 40 House seats but gained two Senate seats, expanding their majority from 51–49 to 53–47. Republican leaders credited the so-called Kavanaugh effect for key Senate victories and said the confirmation fight boosted GOP turnout.
