Only three Democratic figures—Pennsylvania Governor Josh Shapiro, former Obama chief of staff and Chicago Mayor Rahm Emmanuel, and former Transportation Secretary Pete Buttigieg—answered Axios's questionnaire about transgender issues. The questionnaire asked about transgender girls in girls' sports, whether minors should receive puberty blockers and hormones, and whether a man can become a woman. Many other prominent Democrats declined or did not respond, including Kamala Harris, Alexandria Ocasio-Cortez, Ro Khanna, JB Pritzker, Gavin Newsom, Andy Beshear, Cory Booker, and Chris Murphy. Shapiro emphasized that state scholastic governing bodies should decide sports eligibility and expressed sympathy while noting fairness concerns. Pennsylvania joined a lawsuit opposing a federal policy restricting minors' access to sex-change treatment. Emmanuel reaffirmed previously stated positions.
