The questionnaire asked about transgender girls in girls' sports, whether minors should receive puberty blockers and hormones, and whether a man can become a woman. Many other prominent Democrats declined or did not respond, including Kamala Harris, Alexandria Ocasio-Cortez, Ro Khanna, JB Pritzker, Gavin Newsom, Andy Beshear, Cory Booker, and Chris Murphy. Shapiro emphasized that state scholastic governing bodies should decide sports eligibility and expressed sympathy while noting fairness concerns. Pennsylvania joined a lawsuit opposing a federal policy restricting minors' access to sex-change treatment. Emmanuel reaffirmed previously stated positions.
