During a government shutdown, a federal judge ordered Supplemental Nutrition Assistance Program (SNAP) benefits paid in full by Friday and sharply rebuked the Trump administration for refusing to comply. By Friday evening payments had not been made; the administration appealed the ruling while stating it was working to comply and many beneficiaries went hungry. Supreme Court Justice Ketanji Brown Jackson issued an administrative stay halting the lower court order pending appellate review, allowing the administration to continue withholding SNAP funding. SNAP funding expired October 31. The judge cited the president's public statements as evidence of intentional, political refusal to fund benefits and said the administration did not comply.
