Conejo Arias was detained by ICE officers in Minnesota and is originally from Ecuador. Judge Biery sharply criticized government deportation quotas as ill-conceived and incompetently implemented, saying they can traumatize children and reflect a lust for unbridled power bereft of human decency. He ruled that administrative warrants issued by the executive branch lack independent probable cause and emphasized that the Constitution requires a judicial officer. The judge requested a full government report by Wednesday.
