Alexander Smirnov falsely told FBI agents in June 2020 that executives associated with Burisma paid Hunter and Joe Biden $5m each in 2015 and 2016.
The new development undermines the corruption accusations made by congressional Republicans against the Bidens.
No attorney was listed for Smirnov, and he was expected to make a court appearance in Las Vegas.
