The House of Representatives passed the Remote Access Security Act by a 369-22 bipartisan vote. The bill extends the Export Control Reform Act to treat certain forms of remote access to export-controlled items, including high-end GPUs and other AI chips, as subject to U.S. export-control law. Chinese companies have obtained access to export-controlled GPUs by renting cloud hardware hosted outside the country through providers and local partners since at least 2023. Major cloud platforms and Chinese cloud providers have enabled such access. The legislation aims to close that loophole, though Senate passage and presidential approval remain uncertain.
