The House and Senate appropriations committees proposed legislation that largely maintains Education Department funding and increases the National Institutes of Health budget by more than $400 million for the fiscal year. The president had requested steep reductions, including a 40 percent NIH cut and $12 billion removed from ED, with proposed eliminations of TRIO, GEAR UP and the Supplemental Educational Opportunity Grant program and a large cut to the ED Office for Civil Rights. The proposed package sustains funding for those programs. The bills are the final appropriations needed to avoid a government shutdown and reflect bipartisan support for research and education investments.
