Speculation has arisen that a proposed wealth tax on California billionaires to fund healthcare motivated relocations, but neither Spielberg nor Zuckerberg has indicated the tax drove their moves. Some conservatives explicitly cited the tax and regulatory climate as reasons for leaving.
