The East Wing was demolished to make way for the ballroom, with the president estimating costs above $300 million to be covered by corporate donations. Thompson requested donor amounts, disclosures of any promises made to donors, and information about current federal contracts held by the companies, with a November 7 response deadline. Thompson alleged the administration bypassed the National Historic Preservation Act of 1966 and that typical review processes and public forums did not occur before demolition. Construction began amid a federal government shutdown.
