U.S. colleges reported more than $5 billion in reportable foreign gifts and contracts in 2025, with institutions legally required to disclose gifts or contracts above $250,000. Major recipients include Carnegie Mellon, Harvard, MIT and Stanford. Qatar was the largest foreign source, contributing roughly $1.1 billion (over 20 percent). Other notable sources include the United Kingdom, China, Switzerland and Japan. The Education Department released data highlighting funds from designated 'countries of concern' such as China, Russia and Iran. Republican officials and conservative advocates cited underreporting as a national security risk and have pursued investigations and calls for greater transparency.
