President Trump threatened to send more than National Guard forces into U.S. cities as part of a nationwide crime and immigration offensive aimed at creating "safe cities." Deployments have occurred in Washington, D.C., Los Angeles, Chicago, Memphis and Portland, prompting protests and lawsuits. Violent crime in Washington was at a 30-year low before the Guard's arrival. Democratic leaders accused the deployments of exaggerating threats and amounting to an illegal military occupation. Republican strategists emphasize crime as a strong midterm issue, and a pollster said crime may be an area where Trump fares better than on inflation or trade. FBI data show violent crime decreased by 4.5 percent.
