A tropical depression strengthened into Tropical Storm Debby north of Cuba, expected to become a hurricane as it approaches the Florida coast, bringing drenching rain and coastal flooding.
A hurricane warning was issued for parts of the Big Bend and the Florida Panhandle, along with tropical storm warnings for Florida's West Coast and the southern Florida Keys.
