TikTok Forms U.S. Joint Venture to Continue Operations Under 2025 Executive Order
"The majority American owned Joint Venture will operate under defined safeguards that protect national security through comprehensive data protections, algorithm security, content moderation, and software assurances for U.S. users,"
"It will safeguard the U.S. content ecosystem through robust trust and safety policies and content moderation while ensuring continuous accountability through transparency reporting and third-party certifications."
"The program will adhere to major industry standards, including the National Institute of Standards and Technology (NIST) CSF and 800-53 and ISO 27001, as well as the Cybersecurity and Infrastructure Security Agency (CISA) Security Requirements for Restricted Transactions, the company said."
TikTok established TikTok USDS Joint Venture LLC to comply with the September 2025 Executive Order, transferring majority ownership to American investors while ByteDance retains 19.9%. The majority‑American entity will implement safeguards addressing national security through data protections, algorithm security, content moderation, and software assurances. U.S. user data will be stored in Oracle’s secure U.S. cloud and the recommendation algorithm will be retrained and secured for U.S. users. The joint venture will run a comprehensive, third‑party audited cybersecurity and privacy program following NIST CSF, NIST 800‑53, ISO 27001, and CISA requirements. Safeguards extend to CapCut, Lemon8, and other U.S. apps; TikTok reaches over 200 million Americans and 7.5 million businesses.
