The Department of Homeland Security reported Singh entered the United States in 2022 and is in the country unlawfully. U.S. Immigration and Customs Enforcement lodged a detainer and requested up to 48 additional hours of custody to allow federal officers to assume custody. Two victims were identified as Clarence Nelson and his wife; their vehicle became engulfed in flames. A third victim was a 54-year-old Upland man driving a pickup.
