The National Endowment for Democracy has initiated a lawsuit against the U.S. government due to the withholding of $239 million in congressional appropriations, a situation made dire after President Trump signed an executive order freezing foreign aid. As a result, the nonprofit has placed 75% of its staff on unpaid leave, and around 1,200 grant recipients have not received funding for their projects since late January. The board believes this withholding of funds is illegal, contending that the appropriations are not classified as foreign aid and thus should not be administered by the State Department or any other federal agency.
We'd be delighted to learn that this was just an oversight and someone just forgot to hit the send button, but clearly that's not what's going on.
The group argues that its money from Congress is not foreign aid and does not fall under the purview of the State Department, which manages the transfer of funds.
Members of the group's board, which includes current and former Republican and Democratic politicians, said the organization filed the lawsuit on Wednesday afternoon as a last resort.
