Decarlos Brown, 34, was arrested on Aug. 22 after police say he stabbed 23-year-old Iryna Zarutska three times while riding the Lynx Blue Line in Charlotte. Brown told his sister in recorded conversations that a "material" in his body caused him to attack and that he did not know the victim. His mother and sister said he struggled with mental illness for years after being released from prison and that they noticed behavioral changes. Brown faces federal charges for an act causing death on a mass transportation system and could be eligible for the death penalty.
