Days before the first Swift concert, state authorities began sweeping encampments and removing residents from areas near Caesars Superdome, with some having less than 30 minutes' notice.
William Most, an attorney representing the homeless plaintiffs, said the legal action was "necessary" after residents were relocated and some belongings were confiscated.
Judge Lori Jupiter issued a temporary restraining order, directing state agencies to provide appropriate notice and to "not destroy or dispose of the property of unhoused people without judicial process."
Sgt. Kate Stegall stated that the agency was reviewing the order with its legal team, as state troopers "supported the relocations of the unhoused community to a centralized area that provides better access to service."
