In February 1980, President Carter received a letter from the archbishop of El Salvador, Oscar Romero, pleading for the end of military aid to the Salvadoran government.
Despite numerous reports of right-wing death squads committing extrajudicial killings, Carter's administration pushed to approve military aid to El Salvador during its civil unrest.
