Debby, as at least a Category 1 hurricane, swept 25 cocaine packages weighing about 70 pounds to a Florida Keys beach, discovered by a good Samaritan and seized by U.S. Border Patrol.
In past incidents in Florida and Australia, hurricanes and storms have led to the washing up of drug packages, raising concerns about smuggling activities through severe weather.
